1990, housing productions has consistently failed to keep up with demand,

This shortfall continues in spite of an ever-increasing population."

Can we protect the environment
and enjoy a high quality of life? |
| |
The air is cleaner now than recent past
decades, but people are concerned about diesel emissions from the ports.
Some environmental advocates believe that if we just put a stop to
troublesome expansions, our problems will go away. No, the problems
won't go away. We have to look at the environment in very strategic
ways, because at the end of the day you can't stop business, lose jobs,
or impede progress. Intelligent land use is the key to sustaining employment
while we protect the environment.
